Another option may be to sign up for GoPro plus and then do a camera replacement for about $99. Otherwise no good way to fix the lens. There is someone selling replacement lens on ebay with instructions but they aren't cheap. $169 per lens. They are now much less - about $4x.xx on ebay and posibly the exact same ones for $3x.xx on Aliexpress.

The hazy image (see attached) was uniformly hazy -- much like lens flare -- with soft halos around highlights in moving videos. I couldn't discern anything on the lens cover. But after removing it and examining it closely, it appeared to have a very consistent and subtle film of something on the outer surface.
