The issues I was having involved my lovely 30 ping jumping to about 400, rhythmically, every 5 or so seconds. This is more-so targeted at people that play with a desktop on wifi, but will also work for laptops as long as you remember to enable/disable the option when you change connections.

I'm running pings and showing ping latency to google.com at 15-46ms (wireless) with the League client closed, or with it open and in the queue. Once the game starts (map loads, champions in place), ping times to google.com and ping times in-game jump immediately to 700-3500ms and stay there until I kill the League client, at which point the ping times to google.com immediately recover.
That seems odd, maybe you have a client issue, or an isp issue. My comp is mid tier (i5 4690k, 8gigs of ram, a GTX 750, and league is on an SD drive) the tv i use is only 60 hz but I have 300+ fps stable uncapped.
This is literally happening with both valorant and league for me. It's incredibly annoying, legit makes the game unplayable. the same is happening for me too on the east coast. ping is fine but lags in game. obviously packet loss and I've heard the same from many people.
League of Legends Ping Tool can check your LoL ping to all LoL servers. It shows your minimum, average, and maximum latency stats for each LoL server and their status. In addition to that, it also enables you to compare the ping results. If you want to ping an individual LoL server you can deselect all, and select the one you want and ping it.
I doubt this is the end all of fixes for our ping/connection issues, and like i said a lot of people already know about this, but i had literally stopped playing league for about 2 weeks because EVERY single game was the same. randomly stop moving and watch the action happen for about 10 seconds, attempting to disconnect dialogue popping up
